Are there too many non-profit organizations in Alberta duplicating services?

A "think piece" by Mark Holmgren seeks to respond to the suggestion that there are too many non-profit organizations in Alberta. Recently, there have been some suggestions (mainly from government) that there are too many non-profit organizations in Alberta. Are those suggestions valid? Should there be some control over who can form associations? Or is government's role simply to decide which organizations it will fund? Mark Holmgren has written a thoughtful paper on the topic.
